This is the Sony DTL-H2080 PlayStation PS1 PSX Programmer Tool Controller Box for the Development Tool OEM.

Its an adaptor to connect standard  PS1 controllers to Sony Development Tool systems and/or DevKit, one of the systems could have been the Sony DTL-H2000. I don't have that system, so I cant test it to verify.

Sony also are some Sony PS1 DevKit Controllers that are hard wired to connect directly to the Development Tools DevKits.
